Do they know he's not commander-in-chief yet?

The Pentagon is getting ready to shift forces to Afghanistan. I seem to recall Obama stating something to that effect a few days ago. Obama also previously stated he favored covert ops targeting al-Qaeda in Pakistan. The CIA successfully performed such an operation not long afterwards. That's weird, right?
