In other words...
"I think I was unprepared for war," Bush told ABC News' Charlie Gibson [...] "In other words, I didn't campaign and say, 'Please vote for me, I'll be able to handle an attack,'" he said. "In other words, I didn't anticipate war." -- Yes, he is literally using other words, but technically, "in other words" should preface a clarification or simplification of a preceding statement. In other words, use it to summarize a complex message, not as a crutch while you fumble for words.
